2021 中美青年创客大赛（ 2021chinau.s. young maker competition），是由中华人民共和国教育部主办，该赛项已纳入“全国普通高校学科竞赛排行榜”。大赛设立中国赛区和美国赛区，其中，中国赛区包括成都、北京、武汉、天津、温州、南京、厦门、深圳、海口、西安、上海等十三个分赛区。温州分赛区自2016年设立以来， 作为唯一的承办高职院校，已承办了五届比赛，得到了各界的一致认可。为做好2021年中美青年创客大赛温州分赛区选拔赛工作，现将有关事项通知如下：

2021China-U.S.YoungMakerCompetition, sponsored by the Ministry of Education of thePeople's Republic of China, has been included in the "National CollegeAcademicCompetitionList".The competitionis staged in China and the U.S., and the China competitionconsists of 13 sub-competition areas including Chengdu, Beijing, Wuhan, Tianjin, Wenzhou, Nanjing, Xiamen, Shenzhen, Haikou, Xi'an and Shanghai.Sincethestartof Wenzhou competitionin 2016, Zhejiang Industry and Trade Vocational College, as theonly hostcollege, has undertaken fiveeventswhichhavebeen unanimouslyacclaimed by allsectorsofsociety.In order tosuccessfully organise the 2021 Trial CompetitionofWenzhouSub-CompetitionArea, the relevant matters are notified as follows:

一、赛事组织

二、参赛资格及要求

中美青年创客大赛对任何中国公民或美国公民、或在中国或美国获得永久合法居留权的个人开放，报名者年龄应符合18至40周岁以下的要求。

（1）以团队形式报名时，团队总人数不得超过5人(含领队)，领队为团队的联系人和代表。

（2）鼓励中、美两国选手联合组队。

（3）分赛区选拔赛开始前，团队可替换一位或多位成员，领队不可更换。

（4）一名参赛者只可以个人或团队形式参与到一个项目之中。

（5）每个参赛项目可至多有一位指导老师，指导老师不得再以领队或者成员身份参赛。

（6）参赛个人或团队需在报名时签署中美青年创客大赛参赛者声明。

II.Qualifications for registration

The China-U.S.Young MakerCompetition is open to any Chinese or American citizen,oranyindividual who has obtained legal right of permanentresidencyin China or the United States.Contestantsmustbe18 to 40 years of age.

(1)Forregistrationas a team, the total number ofateam shall not exceed 5(includingthe teamleader), and the team leader shall be the contact person and representative of the team.

(2) ChineseandAmerican contestantsare encouragedtoformjoint teams.

(3)Prior to the commencement of the competition,one or moreteammemberscan be replacedbutnotthe team leader.

(4)Onecontestantcanparticipate inonly oneprojecteither as anindividual orina team.

(5) There may beonlyone instructor for eachporject, who shallnotparticipatein the competition eitherastheteam leader oras a contestant.

(6)Contestants or teams are required to signthe Contestant’s Statement when they registerfor theWenzhouEvent.

三、大赛主题

大赛以“共创未来”为主题，倡导参赛者关注社区、教育、环保、健康、能源、交通等可持续发展领域，结合创新理念和前沿科技，打造具有社会和产业价值的全新作品。

III. Theme of theevent

With the theme of "Making the future together", the competition advocatescontestantsfocus onsuch sustainable development fields as community, education, environmental protection, health, energy, transportation and so on, and combine innovative ideas and cutting-edge science and technology to create new works with social and industrial value.

四、作品要求

1、参赛作品要求

（1）竞赛主题要求：大赛为青年创客提供展示舞台，倡导参赛者以促进社会可持续发展作为主题，关注社区、教育、环保、健康、能源、交通等领域，产生的创意需契合比赛主题。

（2）竞赛创新性要求：大赛注重创客精神，鼓励创新，倡导参赛者在社会及技术层面实现创新。参赛作品须是未经商业化的作品、未获得投资性的作品、未在往届大赛中进入过总决赛的作品、未获得其他省级以上比赛奖项的作品、不是已有科研成果的作品。如发现不符合竞赛规则的作品，将取消其参赛资格。

（3）作品呈现要求：参赛者需要在分赛区预选赛阶段完成作品设计工作，并制作出可演示的产品原型。要求所展示原型必须是基于开源软件或开源硬件平台完成。作品原型应呈现为可实现社会创新或技术创新功能的硬件或软件。

（4）技术平台要求：工作组将提供大赛可采用的竞赛技术平台的参考方案，参赛者也可自行选择技术平台和使用相应的工具和设备。

2、知识产权要求

（1）参赛者必须保证作品的原创性，不得侵犯任何第三方的知识产权或其他权利，且内容符合可适用的法律、法规。

（2）参赛作品的知识产权归参赛者所有，承办单位拥有在全世界范围内永久免费使用本届参赛作品进行演示、部分或全部出版的权利。如果大赛承办单位以其它目的使用参赛作品，需与参赛团队协商，经参赛团队同意后，签署有关对参赛作品使用的协议。

（3）在可适用的法律允许范围内，大赛工作组保留本规则的最终解释权。

IV. Proposals for competition

1. Requirementsfor the entries

(1)Theme requirements:The competition provides a stage for youngmakers, advocatingcontestants to promote the sustainable development of society as the theme, focusing on the community, education, environmental protection, health, energy, transportation and otherfields,andthe creativeworks mustfit the competition theme.

(2)Innovation requirements:Theeventfocuses on the spirit of creativity, encourages innovation, and advocatescontestants to achieve innovation at the social and technological levels. Entries mustnotbe commercialized works, invested works,worksin previouseventsfinals,award winnersofanyprovincial or higher-levelcompetitions,or existingscientific research achievements.Anyworksthat does not meet the competition rules will be disqualified.

(3)Product presentation requirements:Contestants are required to complete the work design and produce a demonstrable prototype of the product during thepreliminarycompetition.The prototype must be based on open source software or open source hardwareplatform.The prototype should be presentedintheform ofhardware or software that can realize the function of social or technological innovation.

(4)Technical platform requirements:Thecompetition organiserwill provide the reference scheme of the technical platformsavailable for the competition.Contestants can alsopreferablychoosetheirtechnical platformsand use the corresponding tools and equipmentsby themselves.

2.Requirementsfor intellectualpropertyrights

(1)Contestants mustpledgethat their works are original,whichdoesnot infringe the intellectual property rights oranyrights ofathird party, and that the contentsmustcomply with applicable laws and regulations.

(2) The intellectual property rights of the entries are owned by thecontestants. The organizer has the right to use the entries for demonstration and partial or complete publication in a permanent and free way throughout the world. If the organizer uses the works for other purposes, it shallnegotiate withtheteamfor consentand sign the agreementforthe use of the works with the team.

(3)Within thepermission of theapplicable laws, theorganiser of the Wenzhou eventreserves the right of final interpretation of these rules.

五、赛事流程

进程阶段	具体内容
第一阶段2021年4月下旬至5月中旬	大赛启动、参赛选手报名。
第二阶段2021年5月下旬	温州分赛区初赛，选出得分前25组奖项候选团队进入分赛区选拔赛。
第三阶段2021年6月5-6日	公布进入总决赛的团队。
第四阶段2021年6月至决赛前	决赛入围团队优化作品。
第五阶段2021年8月中下旬	参加决赛。

六、奖项设置

本赛区选拔赛评审委员会将对初赛入围的25支团队，通过现场演示后，评审出获奖名次。参赛者在比赛中的得分将按照从高到低的顺序排列，以确定以下奖项的获得者：

1．一等奖1名，奖金10000元。

2．二等奖2名，奖金5000元。

3．三等奖4名，奖金3000元。

其余入围团队为优秀奖。

Ⅵ. Awards

The final scores of the the 25 teams that come out of the preliminary competition will be judged according to their on-site demonstration of their final works. Theirscores in the competition will be ranked fromthehighest to lowest to determine the winners of the following awards:

1.1first prize winner,with a bonus of￥10,000 yuan.

2.2 second prize winners,with a bonus of￥5,000 yuaneach.

3.4 third prizewinners,with a bonus of￥3,000 yuaneach.

All the rest of the finalists will be awarded the Excellence Award.

Any matters not covered herein shall be subject to the Competition Rules of the2021 China-US Young Maker Competition. The Organizing Committee of WenzhouSub-Competition Areaof the China-U.S.Young Maker Competitionreserves the rightsof final interpretation of the rules and relevant matters of the competition.
